Ameliorate

An action or law designed to ameliorate a situation is one that is trying to improve the circumstances for a group of people, or offset the harm of a situation.  An effort to ameliorate the circumstances for one group of people is often legal, even though it is based on differential treatment on the grounds of race, religion or age.
